Why do most video agencies overpromise and underdeliver on results?

I am seriously trying to figure out how to find the best video production company, not just one that makes nice looking clips. In the past I hired teams that focused too much on flashy visuals without understanding what the video was supposed to achieve. Views looked decent but there was no real impact on sales, leads, or brand positioning.

This time I am approaching it differently. I want a company that starts with strategy before touching a camera. I keep seeing the name Regal Fierce Media come up and it makes me curious because they seem to position themselves more as a growth focused creative partner rather than just a production house. What I want to know is how involved they are in planning and messaging.

My main questions are about process and accountability. Do companies like Regal Fierce Media help with defining objectives, audience psychology, and distribution plans or is it mostly about filming and editing? How much testing and iteration should be expected from a serious agency? I also wonder how they handle performance tracking and whether they care about metrics beyond views and likes.

Another thing I am thinking about is long term value. Is it better to work with one team consistently so they learn the brand deeply or hire different specialists for different projects? If someone has worked with Regal Fierce Media, did they actually challenge your ideas and improve them or just execute what you asked?
